Japan, ten years after World War II. Tensions between government opponents and the police are escalating, with violent clashes erupting in the streets and firearms being used. A young girl carries out a suicide bombing in front of anti-terrorism officer Fusé. Haunted by the image of the girl, he visits her grave and meets her older sister, with whom he begins an unusual affair.

Interwoven with this love story is a complex web of intrigue within the police force, where rival factions are fighting one another amid a political conspiracy. Rumors circulate about a mysterious unit known as Jin Roh (“Human Wolf”), whose existence and motives remain uncertain. In the end, Fusé must make a decision that could bring all these conflicts to an end.
