Japan, in an alternate version of the 1950s: Following World War II, political unrest and violent protests have plunged the country into chaos. Kazuki Fuse, a heavily armed member of an anti-terrorism unit, witnesses a young girl killing herself in front of him. Haunted by the incident, he later meets the girl's older sister, and the two begin a relationship that draws him deeper into a web of political intrigue and rival factions.
