After orphaned boy Jesse is caught vandalizing an amusement park, he is placed in the care of foster parents Glen and Annie Greenwood. As part of his community service, he is required to help clean up the damage he caused at the park. There, he forms an increasingly deep bond with Willy, a captive orca. Before long, it becomes clear that the two share a unique connection—one that is tested and strengthened through a series of daring attempts to save one another.
