The witnesses to the assassination of a politician by a group of conspirators die a supposedly natural death within a short time.

When US Senator Carroll is murdered on the observation deck of the Space Needle in Seattle, many questions remain unanswered. The murderer, who died during the pursuit, is said to have been a lone offender. Years later, television reporter Lee Carter comes to her friend, newspaper journalist Joseph Frady, and tells him that several witnesses from that time have died. Only when Lee also dies in an accident does Carter take her account seriously and sets off in search of the murdered senator's adviser, Austin Tucker. After the submerged Tucker is also blown up on the high seas with his yacht, Frady decides to infiltrate the organisation himself. Although this enables him to avert an aeroplane bombing, he is already much more deeply involved in the organisation's machinations than he would like.
