The Prosecutor
Seven years ago, Chi-Ho Fok (Donnie Yen) resigned as head of a special commission of the Hong Kong police. This was triggered by an investigation into brutal arms dealers, which ended with deaths on both sides and no convictions. Instead of continuing to hunt down criminals personally, Fok wanted to specialise in putting them behind bars for good. He therefore studied law and, with the support of his mentor Baos (Kent Cheng), joined the public prosecutor's office in his home town as a prosecutor. In his first case, young Kit (Mason Fung) is the accused. He had unknowingly accepted a delivery of drugs intended for a neighbour in his grandfather's (Lau Kong) flat. On the advice of his lawyers (Shirley Chan and Julian Cheung), he pleads guilty in order to get away with a lighter sentence. When the judge nevertheless sentences Kit to 27 years in prison, Fok is shocked and believes that the young man may have been framed by his lawyers. So the experienced investigator sets out to re-investigate the case himself.
