Young Los Angeles police officer Jack Traven is hot on the trail of a former military expert from the bomb disposal squad who is terrorizing the city with several bomb placements. First it's a rigged elevator in a very tall building. Then it's a rigged bus that explodes if it goes slower than 80 km/h.
