"Justice" opens a new world. In a near future, the Sibyl System network maintains public peace by quantifying and monitoring people's psyches. Criminal investigators hunt down "latent criminals" even before they commit crimes.

While attending a meeting as Chief Inspector of the Public Security Bureau, Akane Tsunemori receives a report about an incident on a foreign ship. Akane and Atsushi Shindo, head of the Statistics Department of the Ministry of Health and Welfare, who was also attending the meeting, rush to the scene. But for some reason, investigative authority is delegated to the Action Department of the Overseas Coordination Bureau of the Ministry of Foreign Affairs. From aboard the ship, Dr. Milicia Stronskaya, whom Atsushi had invited as a guest to the meeting, is found dead. Division 1 of the Criminal Investigation Department learns that the incident was caused by a "peace breaker" who is targeting Dr. Stronskaya's proven research work, known as the "Stronskaya Document." A joint team is formed to investigate together with the Behavioral Science Department.
