In the early 1980s, American lawyer Paul Sullivan (Brad Dourif) and his partner Ingrid Jessner (Frances McDormand) are in Belfast on behalf of a civil rights organisation, where he hears reports of humiliation and torture by the police and military against citizens unlawfully suspected of terrorism. When Sullivan arranges a meeting with the informant, he is murdered by a death squad. Special investigator Peter Kerrigan (Brian Cox), who has been sent from England, is made aware by his Northern Irish colleagues that they are not particularly interested in solving the murder. In a deliberately sober and highly suspenseful manner, Ken Loach paints a depressingly realistic picture of Northern Ireland, which seems caught between the fronts of a war whose excesses have long since taken root like parasites deep within all power structures.
