Federal Republic of Germany, end of the 1980s. At the height of the anti-nuclear movement, demonstrations are brutally broken up by the police. Disgusted by reality, Karl Koch (August Diehl), a young computer genius, finds refuge in Robert Anton Wilson's Illuminatus! trilogy. Inspired by Hagbard Celine, the main character of the novel, he believes he is on the trail of a conspiracy between business and politics in Hanover. When he makes friends with David (Fabian Busch) on a hacker course, they both start spying for the KGB out of idealism. Initially, money, alcohol and coke flow in large quantities, but Karl increasingly loses himself in his paranoid dream world. 23 describes the failure of a generation driven by dreams of improving the world and at the same time the unmistakable signs of turbo-capitalism at the turn of the millennium.
